I don't think there is any as it's all player's behavior. Giving more chat channels might help... but ultimately, any given channel is only what the players make it. When New Player Help came out, because it's a 'default' channel, it became, essentially, a new OOC with the old OOC little used.
Adding another non-default regional chat might, though, at least allow another space to talk to and in (while also granting something to separate into another tab). So you'd have OOC, NPH, and Regional (or whatever).
But even then, ultimately, it's just another channel. Players will do what they want and unless you want to censor and filter everyone's speech, people will say what they will when they will and where they will.
Even with private channels and such, that's no guarantee that someone won't say something (perhaps less likely). More over, too many private channels also brings about many cliques and groups - people end up not seeing anyone outside of 'regulars'. It makes it that much harder for newer players to get anywhere (though on flip side, they're more likely to get people that will go out of their way to help folk). And... you still have the same problem. They'll only get used by some, not all... and those that use it probably are not the ones you want hidden away. IE Player X who loves to harass folks isn't going to go to a private channel while Player Y will, to avoid X.... but that just means X is going to harass other people who don't, or haven't, learned about the private channels (or gotten into any).
