To be honest, I think PvP needs to be strengthened across the board and needs to be more of a red thread throughout the development than to see a PvP adventurepack. As you and others have stated not just once, PvP is fundamentally flawed at many different levels, gear dependency being one of them, and making a PvP adventurepack just feels like a silly bolt-on Fustercluck on an already flawed system (which is exactly what I feel any new PvP minimap is).
Deep systems, fun and encompassing gameplay, but yet systems and functionality that's accessible for utter noobs like me. That's what's needed, and that's what'll bring people back to boost the PvP-population. Make things too hardcore, and only the most hardcore will come back/stay. Which again will lead to attrition among players when there's no new blood to kill and everyone else is fat and bored by spilling the guts, brains and blood of the same old people.
That's what's needed now.
NOT silly and rather useless fluff like player housing, which only works if it is supported by other systems (the ability to buy/make furniture etc). If not it becomes the same as the Jobe Luxury Apartments in Anarchy Online. Cool, but utterly useless unless you want a place in private to cyb0r.
