I've seen it around here and there, most commonly on NPCs, but also on a few Bear Shamans lvl 70-80. There's some mixed messages out there on where it drops--epic Kesh (Raiders Camp) and Imrian Ravine--can someone who has managed to acquire it themselves tell me straight where it can be found?

It's a lvl 70 item... Does that mean that for it to drop, the instance would have to be bound to a lvl 70 toon? Or would it drop for a bunch of 80s? Forgive my ignorance and thanks for your replies.

It's a level 70-80 item, it scales with the instance.

Farm the black ring tent bosses in epic Khesh for that helm. That is where I got mine way back in the day, but it may take a lot farming and you will need some friends to help you out.
