It seems like bloodbath DoT is based on weapon damage. BASE weapon damage, in your right hand. Procs that increase weapon damage increased the tic (like lightning steel, assail)
You can test this yourself. Apply bloodbath, then remove your right weapon. Mine went from about 220/tic to 140/tic.
Swapping to 2he (with 130 DPS Base) increased DoT amount to about 250ish.
Adding combat rating did not effect bleed damage at all that I was aware. I tested this by removing/wearing energetic bands. Perhaps normal combat rating(not electrical) would change it. doubtful
someone with a bachelors want to apply the scientific method and figure it out, would be great. Seemed to be about
(0.65 X base weapon damage) + 140 damage per tick
Deep wounds seemed to be about 50%x base damage + fixed amount, but I did not test it as much.

All bleeds are based on weapon damage. The bitch is that they are treated like magic damage and none of our gear improves this magic damage... it all increases combat rating. The effed up part is that all the + weapon damage feats are brute or general, but all the bleed feats are carnage.
Anyhoo, what you've noticed is why I almost always have my 2h in hand except when switching for dw combos.
Art of War does increase dmg to bleeds...
Here are some max Carnage numbers from an earlier post..
Bloodlust +25% Increase to DPS
Volcanic Rage +30% Weapon Damage
Assail x 5 +35% Weapon Damage
Lightning Steel +22.5% Weapon Damage
Furious Inspirtation x 10 + 15% Weapon Damage + 5% Weapon Damage w/ AA
Whirlwind x 5 + 10% damage to bloodbath & +5% dps on Whirlwind
Art of War X 10 +530 Combat Rating & 15% increase to dmg to all carnage bleeds
Bladeweave x 10 +70% Chage of Offhand attack + 110 Critical Rating
I am a little confused, bleeds are based of weapon damage and magic damage but its not treated as magic dmg? But improved frenzy and sustained rage should both affect all bleeds?
I guess its time to start running parsers.

How about buff potions, the critical rating and critical damage rating pots are game changers but would a magic damage pot increase bleed dmg over the others?
Art of war increases damage to bleeds of you spec into hemorrhage.
I was suggesting changing the base feat "art of war" to +weapon damage(not just 530 combat rating, which as stated, combat rating does not affect bleed damage at all) Something equivalent to approximately 530 combat rating, so that the bonus increases the bleed damage as well. 530 combat rating would be about 15 DPS. Make Art of war stack up to +15% weapon damage - something like that. It isn't a huge change, but would give bleed damage a little boost.
In my testing, I found bleed damage to be based off of base weapon DPS. Unutterable confirms this.
(IE, usually 105 DPS for culture weapon to 123 DPS for maniacal harm) x 0.65 + 140ish combat rating does not change bleed. +weapon damage feats do, as do feats rend and tear, hemorrhage, rend flesh(from straight + to bleed damage)

crit rating/crit damage apply to bleed damage(when it crits)
I agree watching enemy bleed to death is rewarding though. especially when they CC you and run off, only to fall over in death throes. Its like killing someone with stormfield while CCed as a tos, or watching ED go off 2 seconds after you die as a sin
