We have changed our policy on dealing with siege harassment to the following:

Players who attempt to siege with insufficient number of players to reasonably succeed in the siege attack will be guilty of siege harassment. This includes players whom do not appear for a siege (i.e.: ghost siege), which they are signed up for. Such actions against suspected violators could include suspension or punitive action against the offending guild, guild leader and/or officers.
