Yup lots of talk about being able to craft the weapons not currently available via the Ibis encounter, meaning that the Ibis weapons may in fact be not as good as all the other craftables available in the T3 instances :P

can someone tell me for sure if you need a full t3 city ie a temple to craft iis weapon and the list of full mats to do it thanks in advance

Yes, you need T3 temple to craft hilt (quest item pre-Levi encounter)

1 Mercurial Blade (1HE recipe drop from Scorp Cave)
10 Shard of the Exiled God
10 Piteado
10 Shimmer Silk
30 Niello
10 Darksteel
10 Aqua Regia

All base weaponsmith recipes drop from halls of Eternal Frost, hence the Mecurial Blade should drop there if I remember right.
